Description (Service) Framework for professionals in all community sectors that addresses the causes of poverty and increases understanding of the hidden rules and culture of poverty * helps to build relationships to create a sustainable community 
Bridges Out of Poverty, created by Dr Ruby Payne, is based on the following components:  
* economic lens  
* definition of poverty  
* inequalities in access to resources  
* relationships of mutual respect  
* people in all classes and sectors need to participate in decision-making  
* mental models of poverty  
* stabilizing the environment, removal of barriers and building resources  
* addressing all causes of poverty  
* building long-term support  
* building sustainable communities where everyone can live well
