Description (Service) Information, programs and play-based activities that support healthy child development for children birth to six years and their parents or caregivers.  
 
Programs and services include: 
* children's programs: group programs, playtime, drop-in and registered programs, parent-child place 
* parent support and information: early literacy, nutrition, breastfeeding services, child development and parenting strategies, community level research analysis and assessment 
* library: book and toy lending services

Infants, toddlers, children, parents and caregivers. 
Children must be 6 years of age and younger to participate in programs; unless otherwise indicated, children are eligible for all programs up to Dec 31 of the year they turn 6 
 
* Early Years Infant Program: birth-18 months 
* programs are open to parents of all ages; and caregivers 18 years and older, with a maximum of three children for registered programs and five children for drop-in programs
